If you fulfil EU orders from more than one warehouse, some of your sales may not belong in IOSS reporting at all.
This guide explains how the EAS Shopify app classifies orders, when that classification happens, and what you need to configure so that it is correct. It applies to Shopify stores only.
What determines whether an order is an IOSS order
The app uses the country of the fulfilment location. Two places must agree:
- The location's country in your Shopify store location settings.
- The same location's country in the EAS Shopify app location settings.
Goods located outside the EU at the time of sale and dispatched to an EU consumer are treated as IOSS orders. Goods dispatched from a location inside the EU are not IOSS orders. They are domestic sales in that country, or intra-EU distance sales under Union OSS, and they are excluded from IOSS reporting automatically.
For digital sales and Non-Union OSS, the app also uses whether the product is marked as physical in your Shopify product settings.
Order tags cannot be used to force an order in or out of IOSS reporting. Classification follows the fulfilment location, not tags.

If you dispatch a few days after checkout, an order fulfilled from an EU warehouse is still classified correctly, provided the setting below is applied.
Required setting for mixed EU and non-EU fulfilment
If you fulfil from locations both inside and outside the EU, deselect Immediately process paid orders in the EAS Shopify app settings. If it stays selected, orders are processed before the fulfilment location is known, and orders dispatched from the EU can be classified on the basis of the order rather than the actual dispatch point.
Setting this up
- Create a separate location in Shopify for each warehouse, with the correct country in its address.
- Confirm the same locations and countries are present in the EAS Shopify app location settings.
- Deselect Immediately process paid orders if you have both EU and non-EU locations.
- Fulfil each order from the location the goods actually ship from.
- Place a test order for each route and check the classification in the EAS dashboard.
Holding stock in the EU has separate consequences.
Excluding EU dispatched sales from IOSS is only part of the picture. Storing goods in an EU country generally creates a VAT registration obligation there, and those sales need local VAT or Union OSS treatment.
