The rule of thumb is, that it is someone who is VAT liable. Selling from within the EU the seller is always VAT liable. Delivering from outside of the EU either you, the seller or the end-customer is VAT liable. Leaving liabilities to end-customer is just simply poor customer service, that is something we highly discourage.
